Why are Country Policy and Institutional Assessment (CPIA) ratings only available from 2005 onwards?
The World Bank publicly disclosed the numerical ratings of its Country Policy and Institutional Assessment (CPIA) for the first time in June 2006. There are no plans at this time to release earlier data, which would, in any case, not be comparable with the post-2005 ratings. When the Board (in 2004) approved the routine disclosure of numerical CPIA ratings (starting with the 2005 CPIA exercise), the policy was approved with the understanding that it would not be applied retroactively to disclose historical CPIA ratings.
